The first narrow gauge railways in Estonia were opened by the Russian First Company in 1895-1900. Construction of a system of 750mm gauge lines for fortification building commenced in 1913 and had grown to a length of 263 km by 1919. During the period of independence between the world wars the network expanded and in the Soviet era played an important role in the postwar recovery. However, following a 1966 decree, all 750 mm gauge lines were rebuilt to broad gauge or closed.
